Currently, in a multi-tenant cluster FairCallQueue Identity is limited to
UserIdentityProvider. Tenants tend to get passed burst RPC loads by using
different service ID. This Jira requests that GroupIdentityProvider and
MappedUserIdentityProvider be implemented to allow better tenant experience for
clusters with multiple tenants.
