Common Counters to be added to ABFS:

|DIRECTORIES_DELETED|

|FILES_DELETED|
|ERROR_IGNORED|
propose:
* Have an enum class to define all the counters.
* Have an Instrumentation class for making a MetricRegistry and adding all the
counters.
* Incrementing the counters in AzureBlobFileSystem.
* Integration and Unit tests to validate the counters.
