This is minimum dependency bumping to address
[CVE-2018-8025|https://nvd.nist.gov/vuln/detail/CVE-2018-8025] as preparation
of 2.10.1 release. There was no issue even if bump the hbase.version up to
1.4.13. YARN-8936 upgraded hbase.one.version from 1.2.6 to 1.4.8 and (on
branch-3.1 and above) without code change.
