[~Symious], yes like discussed in the previous comments, we still need
HADOOP-15016 for a complete solution of this case. The POC patch there
basically allow ppl to configure separate queues with different weights for
service users. We may need to think how to allow admin to dynamically adjust
that (we may reuse the {{refreshCallQueue}} command), as well as provide admins
hints on how to what weights to assign for each queue (perhaps through metrics).
