When packaging is invoked as "ant clean tar deb". The system creates both
system layout and tarball layout in the same build directory. Debian packaging
target would pick up files for both layouts. The end result of using produced
debian package built this way, would end up README.txt LICENSE.txt, and jar
files in /usr.
