Marking as a blocker for 3.3.1 as a previous PR which went in (unintentionally)
tweaked InternalConstants to wire up and so break things when working with
buckets not in US-east-1 and for which you don't have an endpoint setup. I
didn't notice as I did have a working setup, or at least I didn't notice at the
time.
This fixes things! Better!
