saw a transient failure of
TestAzureBlobFileSystemFileStatus.testLastModifiedTime during a parallel
(threads=8) test run against UK-west
{code}
java.lang.AssertionError: lastModifiedTime should be before createEndTime
{code}
assumption: the times are in fact equal, though the fact the assert doesn't
include the values makes this hard to guarantee
