* Updated PR based on #2622. As Erik commented there, we should avoid using `archive.apache.org`. * There is another reason for the test failure. HADOOP-17367 changed the API of ImpersonationProvider, and it affected to TestDynamometerInfra. It was merged just one week after hadoop-3.1.3 was removed from the release distribution directory.
