   `DummyGroupMapping` was introduced as part of HDFS-2657 and it was only used 
in `TestHttpFSServer`. But now it is no longer in use, hence it's safe to 
remove. I am fine with removing it either with this PR, or I can create a 
beginner Jira as follow up task. Any option is fine.
   As per the latest revision, `DummyGroupMapping` is referring to 
`org.apache.hadoop.util.Sets`.
