* This PR adds a stage in the CI pipeline
for Debian 10, which is optional.
* The CI runs for Debian 10 only if there
are any changes in C++ files or C++
build system or the platform. It makes
use of the existing CI setup with YETUS
and posts a comment on the PR about
the run summary.
* CI always runs for Ubuntu Focal.
* This PR makes it extensible to onboard
CI for new environments.
