It is not only streaming, it is also distcp (for which we are waiting on the 
rewrite MAPREDUCE-2765). Tools was created for that purpose.

With the current project layout, what we need to do is to have a 
hadoop-tools-dist that creates a tar layout for tools and it is stitched in 
hadoop-dist as the other components. If you agree I'll create a JIRA for this 
and follow up with it next week.

Regarding the latest patch, I have to fix the scope of some dependencies in the 
POMs, uploading a new patch momentarily.

[NOTE: with MAPREDUCE-3169, MAPREDUCE-3415 and this patch I'm able to compile 
Oozie and run all testcases except for MR pipes. It just required a single line 
of code changes in Oozie codebase.]
