we should rename this variable. It is in minutes and nothing to do with
nanoseconds.
Call it IPC_SERVER_PURGE_INTERVAL_MINUTES_KEY? same for
IPC_SERVER_PURGE_INTERVAL_NANOS_DEFAULT
