### Description of PR
Adding metrics for getClusterMetrics and getApplications APIs in
FederationClientInterceptor
### How was this patch tested?
Added tests for RouterMetrics and validated existing test cases for
FederationClientInterceptor APIs. Unit test are running successfully on dev
machine.
Verified on a test cluster.
