[~aajisaka] [~tasanuma] Are we still planning to target this since we are not
going to support Java 9 (compile support) explicitly given that HADOOP-11123 is
superseded by Java 11 runtime support (HADOOP-15338) and the current Jira is
now under Java 11 compile support (HADOOP-16795)?
