### Description of PR
* Use the default versions of the
packages that come along with
Debian 10.
* Use the latest packages for
install GCC by adding Debian
testing to sources.list just
before installing GCC.
* Removing dateutil since we're
reverting to an older version
of python3.
### How was this patch tested?
Built the Debian 10 environment
locally. Need to test by doing a
full Hadoop build on CI.
