Thank you @virajjasani. Using the default charset has some potential issues,
so it is fixed when it found (e.g. HADOOP-11379, HADOOP-11389). However, given
the change is not compatible, I agreed to merge this PR in the active branches.
In the next step, I think we need to create a separate issue to fix the
encoding issue only in trunk.
