### Description of PR
* Currently, hdfs_allowSnapshot
is built in it's parent directory's
CMakeLists.txt.
* Need to move this into a separate
CMakeLists.txt file under
hdfs-allow-snapshot so that it's
more modular.
### How was this patch tested?
Unit tests ran successfully.
