I'm in favor of the approach in this PR. > This violates the expectation the the unit test is enforcing which is that a dead DECOMMISSION_INPROGRESS node should transition to DECOMMISSIONED when there are no LowRedundancy blocks The expectation is added by HDFS-7374. This JIRA allowed decommissioning of dead DataNodes, and the feature has been enabled for a long time since Hadoop 2.7.0.
