HA: Improve some logging for client IPC failovers and StandbyExceptions

Simple tweaks to make the logging less verbose during failover scenarios:
- client should log a message before it sleeps for retry, including how long it
plans to retry and whether it will failover
- server shouldn't log full stack trace when it throws StandbyExceptions, since
they're a "normal part of doing business"
