the fix here is that abfs should return false to the path capability probe
ETAGS_PRESERVED_IN_RENAME in a non-HNS fs; the test will automatically skip
we will need this probe to be correct for the manifest committer, so it doesn't
try to audit the rename
they still have etags though, right? just ones which change on a rename?
