Review comment:
There's a few examples such as [signing
algorithm](https://github.com/apache/hadoop/blob/trunk/hadoop-tools/hadoop-aws/src/main/java/org/apache/hadoop/fs/s3a/Constants.java#L512),
though I do see a lot of other configuration options using periods.
Would `fs.s3a.requester.pays.enabled` be preferred?
