@jojochuang @iwasakims @ayushtkn Created HDFS-16528 to support enabling peer stats without having to restart Namenode. Planning to take it up after this PR because this PR has a couple of tests where we can explicitly add outliers for few datanodes and have them being reported as slownodes. I can utilize same UTs to provide tests for reconfig options in HDFS-16528 to reduce redundant work. Could you please help review this PR?
