HA: failover should error out if either host is not specified in the configs

Per HADOOP-7924 users should not be allowed to specify hosts on the command
that are not listed as potential options in the config. This catches the case
where someone does a failover X Y but there's a typo in X so we accidentally
end up having two actives.
