### Description of PR
It calls the QueueConfigurations#getEffectiveMinCapacity to get the wrong
value when I use the YarnClient. I found some bugs with
QueueConfigurationsPBImpl#mergeLocalToBuilder. ConfiguredMinResource was
incorrectly assigned to effMinResource. This causes the real effMinResource to
be overwritten and configuredMinResource is null.
