### Description of PR
Adding Thread-level IOStatsitics in hadoop-common and implementing it in S3A
Streams.
### How was this patch tested?
Region: ap-south-1
`mvn clean verify -Dparallel-tests -DtestsThreadCount=4 -Dscale`
All tests ran fine.
