imports are maintenance nightmare for backporting. we know they are "wrong"
compared to our nominal style guidelines, but we don't want to change them
because it ruins the lives of anyone trying to merge two changes out of order.
before writing any code here, why not discuss on hadoop common dev as to
whether it is something anyone wants. if we think it will create vast amounts
of needless merge pain (which i think it will) it's not going to go in
