### Description of PR
Remove the lower limit of 8MB on prefetching feature block size. While a
value of 1 is likely not very useful, there is no other reason to limit it.
### How was this patch tested?
Running integration tests. All passing except those expected to fail
mentioned in HADOOP-18247.
Also tested by setting values 0 and 1 and checking expected range header.
