Only fences fromSvc when needed or when forced via the force-fence options.
I punted on fencing on failback in the previous patch because it requires
HADOOP-7983 (to specify that you're now fencing toSvc). In this rev of the
patch I added fencing on failback, it and the tests get fixed up in the
HADOOP-7983 patch, which depends on this one.
I tested failover w/ and w/o force fence using the ssh fencer on a real cluster.
