I'm not convinced that S3 Access Points are supported by S3A today outside of 
the 'aws' partition. Not sure if its worth thinking about a solution that would 
work here too, given 's3-accesspoint.<region>.amazonaws.com' likely does not 
work for China and Gov Cloud regions (rel: HADOOP-18095).
