CapacityScheduler.schedule: hold: csqueue.readLock
require: PremmptionManager.readLock
other thread(completeContainer,release Resource,etc.): require:
csqueue.writeLock

schedule thread hold csqueue.readLock and it is blocked by
PremmptionManager.readLock , and PremmptionManager.writeLock is hold by
refreshQueue thread, seems refreshQueue have no chance to get csqueue.readLock.
