oh, this is fun. in the kind of schroedinger "things don't happen unless you
look" kind of fun.
If, after scheduling the async drain, we wait for it to complete

all is good.
if you just fire off the drain() and don't wait for the result, the drain
operation is simply not invoked. The thread pool is unbounded, caller thread
happy -but the submitted future doesn't take place.
