After wrestling with another endpoint trying to get tests to pass, I sure am
seeing the benefit of "[taking] a path to a hadoop XML config file; this file
could contain all the settings for a test against a partition or internal
s3-compatible store".
It is difficult to know how to disable tests and which are able to be disabled
without reading the testing.md and reviewing source code today. We could drop
the defaults in code and move them to this XML file defined per partition, and
if the value isn't set - skip tests depending on it.
