### Description of PR
**Note: This is the same as #4478 but against `branch-3.3`.**
As noted in the ticket, this PR attempts to improve the committer docs given
a fresh pair of eyes from someone who has not worked with the committers before.
I've tried to ensure that the Table of Contents makes more sense too.
### How was this patch tested?
No extra testing on top of existing tests in #4478.
