Same failed in my local for 3.3.5 branch without this change as well.
3. `TestCapacitySchedulerAutoQueueCreation` passing while running multiple
times in local.
4. `TestFederationInterceptor` passing while running multiple times in local.
This PR should be okay to merge as the failures doesnt look related.
