   ### Description of PR
   We are faced with a scenario where the **State** of the application is 
**FINISHED**, but the **FinalStatus** is **FAILED**. When the **FinalStatus** 
of the application is **FAILED**, we want to show that through metrics.
   
   ### How was this patch tested?
   create an Application whose FinalStatus is  FAILED, and verify that metrics 
in JMX are as expected. By the way, the metric is also added to the YARN WebUI.
   
   ### For code changes:
