### Description of PR Add JavaDoc comments to package-info.java to avoid errors resulting from the use of Hadoop annotations. ### How was this patch tested? Running JavaDoc using Java 11 in an Hadoop development environment docker image. ``` mvn -Ptest-patch -Pdocs -DskipTests clean process-sources javadoc:javadoc-no-fork -DskipTests=true ``` These changes eliminate the JavaDoc errors. ### For code changes: - [X] Does the title or this PR starts with the corresponding JIRA issue id (e.g. 'HADOOP-17799.
