oh, i understand this. the test config is created from the working fs

Configuration conf = new Configuration(getFileSystem().getConf());
{code}
which has its per-bucket settings updated.
need to do either of
* point at us-east-1 with appropriate region
* point at eu-west-1 with appropriate region
option #2 seems better.
thoughts?
