### Description of PR
Propagating the recoverLease, setSafeMode, isFileClosed functions to
separate interface as well as introducing new path capabilities
### How was this patch tested?
1. tested with the hadoop-aws contract test for against us-west-2 on S3
2. ran unit test for hdfs
