### Description of PR
Currently, when one of the Dockerfiles (located at
https://github.com/apache/hadoop/tree/trunk/dev-support/docker) changes, all
the platform builds are run.
For example, a change to `Dockerfile_debian_10` would trigger a run for
`Centos 7`, which isn't relevant.
This leads to unnecessary delays in PR validation.
This PR limits the changes specific to the platform for the case where the
corresponding Dockerfile changes.

Jenkins CI validation.
