Digging into this a little more, S3 on Outposts isn't available in China 
regions but is available in US Gov Cloud.

Given that Gov Cloud is using the same endpoint suffix (amazonaws.com) as the 
standard partition (us-east-1, etc) then this change looks good as is. Ideally 
we let the SDK do the heavy lifting for these sorts of things, and SDK V2 
should support ARN resolution for S3 on Outposts simply by passing it in as 
bucket.
