I asked to make the concurrency of the extra variables even though they are not 
part of your patch, because this piece of code is used by YARN RM, MR job 
history server, YARN federation and HDFS federation. I am not familiar with all 
these components. But if we can get the concurrency of all member variables 
within AbstractDelegationTokenSecretManager we should be good and don't need to 
test these other components.

ZKDelegationTokenSecretManager is extended by HDFS federation.
