### Description of PR In [HADOOP-16268](https://issues.apache.org/jira/browse/HADOOP-16268) implemented enable callqueue overflow trigger failover for stateless servers when RPC call queue is filled. - here will to provide default properties for callqueue.overflow.trigger.failover such that if properties with port is not configured, we can fallback to default property (port-less). - will support reconfigure callqueue.overflow.trigger.failover enable for Namenode -- This is an automated message from the Apache Git Service.
