Description:
When observer Node's serverStateId is too far behind clientStateId will
rejected client RPC request,
mabe we need add rpcRejectedByObserverCalls metric to RpcMetrics to quantify
the number of rejected RPCs by Observer NameNode to help determine how well the
server.
