as it stands, this PR will
* map http/ssl channel problems to EOFException subclass which is retried
* map out of range 416 to a different EOF subclass -which is not retried
* lazyseek will retry on channel failures
* close s3 input stream when it returns -1
not done: any attempt for readFully() to recover from that -1 response.
That will take more work, possibly including clarification in spec, as the
base implementation doesn't recover either and we should consider this + abfs
semantics.
