Updates AWS v2 SDK to the one released on 2024-01-18 This improves timeout handling for S3Express CreateSession calls, though we need HADOOP-19045. S3A: pass request timeouts down to SDK to wire this up. This is the pom update to isolate it from the rest of the code.
