### Description of PR
HADOOP-19078
* some classes use lots of Jersey1 classes so there is no point changing
those - they will need to be rewritten when we want to use Jersey2
* some classes use limited numbers of Jersey1 classes and if we reduce this
further, we may not need to change them when we switch to Jersey2
