### Description of PR
We currently have a good number of unit tests failing on Windows. The author
of a patch won't be able to determine if it really was his/her PR that caused
the failure or if it was failing historically.
Thus, we need to skip running the unit tests on Windows until we have fixed
the ones that are failing currently.
This helps us to proceed with enabling the pre-commit that watches out for
any regression against building Hadoop on Windows.
