### Description of PR Jira: https://issues.apache.org/jira/browse/HADOOP-19150 Test ITestAbfsRestOperationException#testAuthFailException was reported to be broken. It was not a failing test, but the issue was in the way test was written. Critical assertions were getting skipped.
