### Description of PR
Similar to
[HADOOP-18151](https://issues.apache.org/jira/browse/HADOOP-18151) (which
handled sunset for CentOS 8), CentOS 7 reached EOL on July 1, 2024
### How was this patch tested?
This change will trigger Yetus to run the native library building.
