### Description of PR
HADOOP-19227
In Server.Connection.buildSaslNegotiateResponse(), it accelerates token
negotiation by sending initial challenge in the negotiation response. However,
it is a non-standard SASL negotiation. We should do it only for the default
SASL mechanism.

By existing tests.
